Freeze on Federal Financial Assistance

On Monday, January 27, 2025, the director of the Office of Management and Business (OMB) released a notice of the temporary hold of federal financial assistance. The hold was implemented following President Donald Trump’s orders to review all federal financial assistance programs.



Tuesday afternoon, Chancellor Terisa Riley sent out an email regarding the hold and linked the notice from the OMB. In the email she explained that federal student loans and federal grants would not be impacted, and will be sent to students according to schedule.


Although, “other grant programs such as Title III, TRIO, and EDA grants; thus, we are awaiting further instructions from the Office of General Counsel about how to proceed”, Chancellor Riley explained.


She announced her trip to Little Rock to discuss the hold with UA System leaders. Chancellor Terisa Riley also communicated her efforts via the UAFS Instagram @uafslions as well as her personal account @terisariley. She shared a post of the bell tower and captioned the post with the same information found in the email.


A little over five hours after the initial email, Chancellor Riley sent another with an update.


She explained, “Tonight, U.S. District Judge Loren L. AliKhan issued a temporary stay, halting efforts by President Donald Trump’s Office of Management and Budget to freeze federal payments for federal grants and other programs.”


All impacted assistance funds will be open and remain active until February 3rd. A final email from the Chancellor was sent on Wednesday afternoon announcing that Trump rescinded the pause. She ensured federal financial assistance programs “on the UAFS campus, will continue without interruption.”
